From Jerusalem, living water flows outward in two directions, east and west, as a sign of life and blessing extending to the whole land. Jerusalem itself is lifted up and established securely above the surrounding terrain. The scene presents the city no longer as vulnerable, but as renewed, elevated, inhabited, and at peace under the kingship of the LORD over all the earth.
