Proverbs 21 (vv. 1-3)

Nearby, two worshipers are contrasted: one bringing an outward sacrifice, and another quietly practicing justice and righteousness among the people. The scene captures the truth that rulers, motives, and offerings are all subject to the LORD, who values a right heart above ritual.
