Nehemiah 11 (vv. 1-2)

The leaders of the people are already settled in Jerusalem, while the rest of the returned community gathers to cast lots so that one out of every ten families will move into the holy city. Around them, those who willingly offer themselves to live in Jerusalem are publicly honored by the people, turning a practical civic decision into a sacred moment of shared sacrifice and devotion.
