Hosea 12 (vv. 1-2)

Ephraim is portrayed as a restless nation pursuing what cannot satisfy, like a man trying to grasp the wind in a dry, storm-swept land. At the same time, political messengers move in opposite directions—one toward Assyria with treaty documents, another toward Egypt bearing jars of olive oil—showing a people multiplying lies and violence while trusting foreign powers instead of God. Over the whole scene hangs the sense that the LORD is bringing a legal charge against His people and will repay them according to their deeds.

에브라임은 메마르고 광풍이 부는 땅에서 바람을 붙잡으려는 사람처럼, 결코 만족을 줄 수 없는 것을 쫓는 불안한 민족으로 묘사된다. 동시에 정치적 사신들은 서로 반대 방향으로 움직인다. 한쪽은 조약 문서를 들고 앗수르로 향하고, 다른 한쪽은 올리브기름 단지를 싣고 애굽으로 간다. 이는 하나님 대신 이방 세력을 의지하며 거짓과 포악을 더해 가는 백성의 모습을 보여 준다. 장면 전체 위에는 여호와께서 자기 백성을 고발하시고 그 행위대로 갚으시려는 엄중한 분위기가 드리워져 있다.
